AER Sverige-mötet 13 april 2018 beslutade att begära en rad olika initiativ från AER för att diskutera mat inte enbart som en jordbruksfråga.
— Det räcker inte att bara diskutera matproduktion som en del av EU:s jordbrukspolitik, säger Irén Lejegren, ordförande för AER Sverige. Vi måste också få med det regionala utvecklingsperspektivet i diskussionen.
I samband med generalförsamlingen och byråmötet i Lillehammer planerar AER Sverige att begära en rad initiativ från AER:s sida. De svenska AER-medlemmarna, och för den delen andra intresserade, har nu möjlighet att ge synpunkter på skrivelsen innan den förs vidare till AER.

This paper is a joint request from the Swedish AER network, discussed at the meeting 13 April in Stockholm. The meeting was attended by all Swedish regions in AER except three. All regions have been given the opportunity to reflect on the content through a consultation process.
Food – a regional concern
Food has for a very long time been connected to the Common Agricultural Policy at EU level, which has been separated from regional growth in a wider perspective. Still, the area of food affects regional development from many angles. We face challenges regarding production with decreasing profitability, environmental challenges with impoverished soil as well as food waste, accounting for more than 30% of the production. At the same time there are possibilities regarding export, natural resources and sustainability.
At national level in Sweden we have developed a food strategy that comprises the whole food chain, from the producer to the consumer. At regional level, most regions in Sweden are working with a food strategy or an action plan. At EU level, legislation, financing and capacity building are activities in the food area.
We would like AER to further develop the policy in the field of food, to examine the possibility to give reactions on EU food policy, and work with partnership and finance for the AER members on the topic.
The EU legislation in this area aims at harmonization and change. At regional level in Sweden we arrange conferences and provide information to intermediaries. We attract finance from EU through the Horizon 2020 program and Interreg and would like to be a part in the negotiation of future CAP and rural development program. The EU Food2030 is very comprehensive and points to important areas to develop further. We believe that AER may be an important speaking partner for the policy area in the future.
We also believe that the timing is right, since harmonization between CAP and the cohesion policy is currently up for discussion. We believe that the food policy area need to adapt a more development focus, still legislative for sustainable development.
We ask the AER to further develop the policy area from a regional development perspective, harmonized through different practical regional experiences and using the AER network as a catalyst for policy change.
Therefore, we ask AER to:
- Examine the food policy area (legislation/Food2030/funding) to present policy changing and networking – a strategic plan
- Connect the food policy of EU to circular economy, energy production
- The secretariat develops this area of expertise
- The bureau selects a rapporteur
- All three committees examine food affection in their thematic work
- Committee 1: export/import, production, growth
- Committee 2: public health issues, incapacity
- Committee 3: tourism
- Develop the area for best practice exchange – able to visualize at national and EU level.
